What Nigerians Get Wrong About OINP
- ✗ Applying for streams while still in Nigeria that explicitly require Ontario residency or an Ontario employer connection.
- ✗ Confusing the Ontario Tech Draw EOI score (67-point FSW factors grid) with their Express Entry CRS score. They are different systems.

OINP Streams Most Relevant to Nigerian Applicants
Ontario Tech Draw (Human Capital Priorities Stream)
The Ontario Tech Draw invites Express Entry candidates working in specific technology NOC codes directly from the federal pool. Ontario conducts its own EOI draws using the FSW 67-point selection factors grid (not the CRS score). Eligible technology NOC codes include software engineers, IT project managers, database analysts, cybersecurity specialists, and data scientists, among others.
This stream is particularly relevant for Nigerian tech workers because it targets the occupations where Nigerian applicants are most concentrated and does not require an Ontario job offer or Ontario residency before the nomination.
Masters Graduate Stream
For international students who completed a master’s degree at an eligible Ontario university within the past two years. This stream typically opens for registration in a single window and fills very quickly. Requirements include: completed master’s degree at an eligible Ontario institution, valid study permit or authorization to study, intention to live in Ontario, and a minimum CLB 7.
PhD Graduate Stream
Similar to the Masters Graduate stream but for PhD candidates who are either currently enrolled in a PhD program at an eligible Ontario university or have recently completed one. Applicants can apply while still enrolled. Requirements include: enrollment or completion within the past two years, valid study permit, and intention to settle in Ontario.
In-Demand Skills Stream
Targets applicants who are currently working in Ontario in a TEER 2 or 3 occupation with an employer who has provided a permanent full-time job offer. This stream requires the applicant to already be in Ontario on a valid work permit. It is relevant for Nigerian skilled trades workers, healthcare support workers, and transport workers already working in Ontario.
Employer Job Offer: International Student Stream
For international students who have recently graduated from an eligible Ontario institution and have a permanent full-time job offer from an Ontario employer. The employer must have been operating for at least 3 years. This is a common pathway for Nigerian PGWP holders working in Ontario.
Express Entry: Human Capital Priorities (HCP) Stream
Ontario’s broadest Express Entry-linked stream. Ontario invites candidates from the federal Express Entry pool who meet minimum CRS and language requirements. Candidates do not need an Ontario job offer but must commit to settling in Ontario. Minimum CRS varies by draw.

The FSW 67-Point Score vs. CRS Score: What Ontario Uses
For several OINP streams, including the Ontario Tech Draw, Ontario uses the FSW 67-point selection factors grid, not your CRS score. This confuses many applicants. Your CRS score is your total Express Entry ranking score; the FSW 67-point score is a separate calculation based on education, language, work experience, age, adaptability, and arranged employment, with a maximum of 100 points and a passing threshold of 67.
A Nigerian applicant with a CRS of 445 may or may not have a 67-point FSW score, depending on their specific profile. Check both numbers before assuming you qualify for Tech Draw streams.

Common Questions
Can I apply for OINP from Nigeria, outside Canada?
Some streams are open to applicants outside Canada, including the Ontario Tech Draw and the HCP Express Entry stream. Others, particularly the In-Demand Skills stream and Employer Job Offer streams, require you to be in Ontario with a valid work permit. Check the specific stream requirements before applying.
Does OINP nomination guarantee permanent residence?
No. An OINP nomination significantly improves your chances by adding 600 CRS points (for enhanced streams) or initiating a separate PR application process (for base streams). However, IRCC still makes the final PR decision, and you must meet all federal requirements including health, security, and financial criteria.
How often does Ontario run Tech Draw invitations?
Ontario does not publish a fixed Tech Draw schedule. Draws have been held multiple times per year but their frequency and the NOC codes targeted vary. You cannot apply for the Tech Draw; you must be registered in Express Entry with an eligible tech NOC and wait for Ontario to invite you.
What is the difference between enhanced and base OINP streams?
Enhanced streams are linked to Express Entry. A nomination from an enhanced stream adds 600 CRS points and leads to an ITA in the next Express Entry draw. Base streams are entirely separate from Express Entry; applications go directly to IRCC through a different process, and processing timelines are typically 12 to 24 months longer than enhanced streams.
Can I apply for OINP and another province’s PNP at the same time?
Yes. You can hold EOIs or applications in multiple provinces simultaneously. However, you can only use one nomination for your PR application, and you are expected to settle in the nominating province.
What is the Ontario Masters Graduate Stream registration fee?
There is no OINP application fee for most streams. If selected and nominated, there is also no additional OINP fee. The federal PR application fees (approximately CAD 1,365 for the principal applicant plus fees for accompanying family members) are still payable to IRCC.
Do I need to speak French for Ontario immigration?
No. Ontario’s primary language requirement is English. French proficiency adds bonus CRS points in the federal Express Entry system, but OINP streams do not independently require French for most categories. The federal Francophone Minority Community stream is separate and managed federally, not by OINP.
